"The purpose of the Baltimore County Children and Youth Council is to identify unmet needs and to encourage communication and cooperation in developing and offering programs for children, youth and their families. The members of the Council, who are appointed by the County Executive, include both residents of Baltimore County and representatives from the various public agencies and private organizations that offer programs for children and their families. Public agencies represented include the Baltimore County Public Library, the Baltimore County Public Schools, the Baltimore County Departments of Health, Recreation and Parks and Social Services, the Police Department, the Office of Substance Abuse and the Maryland Department of Juvenile Justice.

The Children and Youth Council is based in the Baltimore County Department of Social Services. The council meets from September through June on the first Wednesday of the month, usually at the Board of Education Offices at Greenwood, 6901 N. Charles St., Towson, MD.
